Communication in Groups and Organizations

After our discussion in class last thursday I was wondering if people had any final arguments about who was to blame. Personally i feel like if we HAD to put the blame on someone it was the fault of the people who didn't put the helicopter or the AWAC's. That is if i had to put it on a single person, but i feel like it is joint fault on all of the organizations.
